Info
titleNotice: FBMS Cloud Migration Blackout Schedule

FBMS Production is migrating from its current technical infrastructure supported by the Interior Business Center (IBC) to a cloud hosting infrastructure, which will then be supported by VirtuStream Federal Cloud (VFC).  This migration requires a system blackout period.  During this blackout, no bureau/office transactions will be possible.

Blackout period details:

  • A blackout period is needed in order to provide a "clean break" for the final data migration to the cloud Production environment.
  • The blackout is scheduled to take 6 days (4 business days, 2 weekend days), beginning at 6:00 pm MT (8:00 pm ET) on Friday, June 12, 2015, and ending when the system is re-opened by 6:00 am MT (8:00 am ET) on Friday, June 19.
  • FBMS access will be turned off for all users at 6:00 pm MT (Includes: ECC, EMIS, BOBJ, BPC, PRISM, PORTAL). No batch will execute after 6:30 pm MT.

PRISM (FA):

  • PRISM will be down at 6:00 pm MT on Friday, 6/12.
  • Available at 6:00 am MT on Friday, 6/19 (Note: This time may be delayed a few hours to allow for SME validations).
  • During the blackout period, Grants.gov will be up; however the interface between PRISM and Grants.gov will be down.  Users will not be able to create funding opportunities and post via PRISM to Grants.gov and applications will not be downloaded to PRISM.  Applicants may continue to apply to funding opportunities posted prior to the blackout.  These applications will be downloaded into PRISM once FBMS is back up.  Funding opportunities should be posted prior to the blackout via PRISM. Funding opportunities should not be posted directly to Grants.gov during the blackout.  ASAP Financial Assistance recipients can continue to draw down funds during the FBMS blackout. The draw downs will not show up in FBMS until Friday, 6/19.

ASAP:

  • Interfaces resume on Friday, 6/19.
  • ASAP payments made during the blackout will be posted to FBMS in the morning.
  • The interface to send obligations and deobligations will run at 4:30 pm MT.

From 6/12/15 (Noon MT) to 6/19/15, no obligations or deobligations will be transmitted to ASAP For more information, please see the DTS memo 059961. For questions regarding financial assistance specifically, you may contact the Branch of Financial Assistance Systems (FAS) at fwhqfas@fws.gov.

The Systems Branch User Guides (left navigation pane) and FBMS Work instructions are your best resources as you navigate your way through SAP and PRISM to process financial assistance awards, grants and cooperative agreements.  If there is not a FAS user guide for a specific transaction/process, you will need to use the FBMS work instructions. The work instructions can be found on the FBMS Portal at https://www.fbms.doi.net/irj/portal > ACQUISTION/FINANCIAL ASSISTANCE tab > FINANCIAL ASSISTANCE tab > FA Help.
