The O&P Report provides a listing of obligation and payment transactions for open awards by recipient, by award and by line number with summary totals. The report is available for download as an Excel spreadsheet.

1. What is the purpose of the O&P Report?
   The O&P Report is a detailed transaction list of all obligations, deobligations, and payments by award.
   
   
2. How can I use the O&P Report?
   In reviewing and monitoring State financial reports and ASAP reports, State staff may discover discrepancies between obligations, deobligations, and payments between State and Federal records.  The O&P report exhibits detail at the transaction level by date for awards which is very helpful in researching discrepancies.  This is useful because other financial reports from the Service’s Financial and Business Management System (FBMS), such as the Obligations and Expenditure Status Report (OESR), contain data at a summary/total level, whereas the O&P report steps-down the summary/total amounts to transaction amounts processed in FBMS.

   The O&P Report may also be used to determine the Federal Fiscal Year and grant program for a specific award line.
   
   

3. What information is contained in the O&P Report?
   The O&P Report contains transactional detail for all open awards within a State processed by the Regional Wildlife and Sport Fish Restoration (WSFR) Program.  The O&P report will contain transactional detail on multiple WSFR apportioned (Wildlife Restoration, Sport Fish Restoration, State Wildlife Grant) and competitive (Clean Vessel Act, Boating Infrastructure Grant Program, National Coastal Wetlands Conservation, Endangered Species, and others) grant programs.  The O&P Report does not contain award transactional detail for Service awards processed by the Service’s Contracting division for other Service Programs.  A State fish and wildlife agency may have multiple recipient (FBMS vendor) numbers depending on organization and award conversions from the Service’s legacy financial system, the Federal Financial System, which was shuttered in 2011.  Also, the State’s O&P report may include award information on other WSFR recipients within the State’s border (such as tribal governments or another State agency (e.g. Dept. of Agriculture)).  By looking at the name of the recipient, information on non-State fish and wildlife agency recipients can be ignored.  To reiterate, the O&P Report only includes information on open awards.  Closed awards are excluded from the O&P Report . If a State needs transactional data on a closed award, the State can request the data from its Regional WSFR Financial Specialist.
   
   
4. How is the O&P Report organized?
   The O&P report is organized in ascending order by recipient number within a State.  For each recipient number, obligation, deobligation, and payment transactions are primarily sorted by award number and secondarily sorted by line number.  Transaction amounts by award, by line number are totaled to exhibit a Line Balance.  All Line Balances are totaled by award to exhibit an Award Balance.
   
   
5. What do the various column headings in the O&P Report mean?
• Recipient # Group - For report presentation purposes, the O&P report is grouped by Recipient in ascending order.
• Recipient # - The recipient number is created by FBMS based on the DUNS and Cage Code combination as registered in SAM.gov for your organization.  Note: Awards converted from the Service's previous financial system may not have been associated with a CCR/SAM registered DUNS. State recipients may therefore have more than one recipient number.
• ASAP ID - The ASAP ID is a unique ID to identify your organization in the U.S. Treasury's ASAP system.
• Recipient Name - The name of your organization as registered in SAM.gov.
• Award # Group - Represents the award number for a grouping of line transactions.  The award number is listed only once for all line items under a header line describing each column.  Header lines separate each award from the next award.  All transaction detail between headers pertains to the award number shown between the headers.
• Award # - The award number is the 10-digit alphanumeric number assigned to a grant by the Service’s Financial Business Management System (FBMS) PRISM (grants management module) system.  The award number is provided to the State in the award letter.
• Line # - A line denotes an obligation of funds. Awards with multiple lines indicate the award has funding from more than one grant program or had multiple obligations posted on different dates. Each line of an award is established in ASAP as an account. It is important to understand when drawing down funds in ASAP which lines should be drawn down first. Lines can also be reduced by deobligations. Please contact your Regional WSFR Financial Specialist for assistance. Award Description - This is the title of the award entered in FBMS by Regional WSFR Financial staff.  The title will contain a concise description of the project. Please note the Service’s FBMS system has not maintained legacy numbering conventions since its inception in 2011.
• Grant Program - The four-digit account number for the applicable WR, SFR, or SWG grant program or subprogram.  Example:  5220 (Wildlife Restoration grant program) and 5221 (Section 4 Hunter Education subprogram) and 5222 (Section 4 Wildlife Restoration subprogram).  In communications, WSFR Financial Specialists often refer to the 5220 account as the “parent” account and the 5221 and 5222 accounts as “child” accounts for purposes of explaining safety margin accounting.
• Grant Program Name - The name of the grant program or subprogram.  Examples:  9510 (Sport Fish Restoration grant program), 9511 (Freshwater Aquatic Resource Education subprogram), and 9514 (Freshwater Sport Fish Restoration subprogram).
• ASAP Account # - An account is created in ASAP for each award line.  The account number identifies the award line and consists of the award number, line number and a portion of the Service's internal accounting code. Please contact your Regional WSFR Financial Specialist for assistance on which accounts pertain to certain grant programs or which accounts to draw from first.
• Alt Payee - This field should typically be blank (#).  The Service does not allow Alternative Payees due to the complications and extra work it causes in various systems (FBMS, ASAP).
• Award POP Start - The period of performance begin date of the award.
• Award POP End - The period of performance end date of the award.
• Trans Type - This column will display obligation, deobligation, or payment.  Obligations represent new or added Federal funds to an award after approval (release) in the Service’s FBMS.  Obligations in FBMS are interfaced with the U.S. Treasury ASAP system for payment requests (drawdowns) by the State.  Deobligations represent reductions in Federal funds processed in FBMS, and sent to ASAP to decrease fund availability.  Deobligations may result from requested Federal fund reductions submitted in Applications for Federal Assistance (SF-424) or award closing transactions from unused award balances processed in FBMS.  Payments (if number is negative in O&P report) represent award drawdowns of Federal funds from ASAP by States.  If the payment number shown in the O&P report  is positive,  the amount represents overdrawn Federal funds returned to the award balance.
• Transaction Date - This is the date the obligation, deobligation, or payment was processed in the Service’s FBMS.
• Transaction Amount - The amount of the obligation, deobligation, or payment transaction.
  
  
6. What grant/financial data is included or excluded from the O&P Report?
   The O&P Report includes financial data from the Department of Interior's Federal financial system, the Financial and Business Management System (FBMS) for all open awards. The financial data changes as transactions are entered into FBMS on a daily basis. The report contains the financial transactions as of the “Report Refreshed Date.”
   
   
7. How frequently is the O&P Report updated?
   The O&P Report data is refreshed on approximately the 1st of each month. The report is uploaded to TRACS within the next three business days.
   
   
8. What if I need an O&P Report before the 1st of the month?
   If there is an urgent or special need to obtain an updated O&P Report between the mid-month posting dates, contact your Regional WSFR Financial Specialist for assistance.
   
   
9. How long are the monthly O&P Reports available in TRACS?
   All O&P Reports beginning with August 15, 2014 will remain available in TRACS indefinitely.
