The following are recipients who are eligible to be waived from ASAP:
The U.S. Treasury prohibits foreign financial assistance recipients from enrolling in ASAP, even if they are being paid to a bank in the United States. The Department of the Interior (DOI) requires FWS to submit ASAP waiver requests for all intended foreign financial assistance recipients.
ASAP waivers may be granted by the Department of the Interior only under the certain conditions described on the Department of the Interior ASAP Waiver Request Form which include Waiver Requests for Hardship and Waiver Requests Involving Natural Disasters, Public Safety, or Foreign Payments.
The USFWS ASAP Waiver Request List Template can only be used for recipients described under 1 and 3 above.
