A comprehensive plan is your method of operations that links programs, financial systems, human resources, goals, products, and services.  It assesses the current, projected, and desired status of fish and wildlife.  A comprehensive plan develops a strategic plan and carries it out through an operational planning process and it evaluates results.  The  

(a) The planning period is

(1) Is at least 5 years,

(2) Uses using a minimum 15-year projection of the desires and needs of the State's citizens, and you

(3) You must provide an opportunity for public participation in the development of the comprehensive plan..  A

(b) A comprehensive management system grant funds all or part of the comprehensive plan.  When you have submitted the plan and we approve it, 

(1) You receive one award for the plan at the beginning of the period of performance.    

(2) The period of performance consists of segments that are funded using annual apportionments.  

(3) You allocate the apportionments into subaccounts.on standard budget forms A and C. 

Most compliance is completed when the Service approves the comprehensive plan, but supplemental compliance may be necessary at the time of the annual allocation for a comprehensive plan due to plan revisions or the planned disturbance of soil at sites selected after approval of the  plan.
