The WSFR Division of Policy and Programs, in collaboration with the Branch of Policy and the Branch of Audits, have been working for the past year to focus on a resolution and changes to fix inconsistencies in how different States are counting licenses for certification in apportioning revenue from trust funds comprised of excise taxes from hunting and fishing equipment.  We're providing this blog to list actions we are taking to address license certification issues.  

October, 2015 - Meeting with WSFR management, Fish and Wildlife Solicitor, Branch of Audits, Branch of Policy to develop plan for targeted rulemaking addressing multiyear license certification.

November, 2015 - Targeted rule drafted with suggested language for multiyear licenses that generate minimum annual revenue.  Presentation of this idea to the Joint Task Force in Augusta, Georgia on November 16th and 17th.You can view the information we presented here.

December, 2015 - AFWA presented the JTF endorsement of a standard annual revenue for all certifiable licenses to the Executive Committee meeting on December 13.

January, 2016 - WSFR Branch of Policy is working to write a preamble to a draft proposed rule of changes to license certification.  Specific language we propose will depend upon discussion and consensus at the March North American meeting.

April, 2016 - North American conference with AFWA and others.  AFWA endorsed the initiative to move forward with revising multiyear license regulations.  

August, 2016 - Branch of Policy and AFWA legal team finalized proposed changes to the regulation for approval at AFWA's September meeting.  

September, 2016 - AFWA's annual meeting.  Proposed changes were presented at the meeting where Ed Carter discussed the revision process.
