Effective December 31, 2015, there will be a change to the minimum computer and internet browser requirements for all ASAP Federal Agency and Recipient Organization users. Any computer accessing ASAP.gov will need to use an operating system and internet browser that supports Transport Layer Security (TLS) 1.2. Any visitors to ASAP.gov using Windows XP or Windows Vista computer system will no longer be able to access ASAP.gov. FWS Payments to Financial Assistance (FA) Recipients - Automated Standard Application for Payments (ASAP) or Waivers Information

This is a knowledge base (wiki) for FWS Financial Assistance Systems relating to ASAP and ASAP waivers. The information in this knowledge base is for individuals who have responsibilities related to FWS Financial Assistance programs. This includes agreements officers, program managers, grant specialists, and financial assistance partners and award recipients.

 

The FWS

uses ASAP to make payments to recipients for financial assistance awards.  ASAP

Program must establish a payment method prior to awarding a grant or cooperative agreement by following the "Establishing an Intended Recipient’s Payment Method before Obligating Funds for a New FA Award" guidance.  The FWS Program must not release an award in GrantSolutions (GS) prior to having the recipient enrolled in ASAP or identified as being waived from ASAP.

All FWS domestic recipients are required to use Treasury's Automated Standard Application for Payments (ASAP) system for grant and cooperative agreement payments. ASAP is a Federal-wide

system used by State and local governments, non-profits, universities, as well as individuals to draw funds for awards received through FWS and other Federal agencies.

ASAP:

  • Eliminates the requirement for SF-270, Request for Advance or Reimbursement, or SF-271, Outlay Report and Request for Reimbursement for Construction Programs;
  • Eliminates the need for invoices and detailed receipts;
  • Makes funds available to recipients so they reduce the time between doing the work and getting paid for it; and
  • Is available to anyone who has access to a computer with Internet service

online, electronic payment system.  Recipients are required to enroll in ASAP and use ASAP to request payments. The payments are then automatically deposited in the recipient's bank account usually the day after the payment request is made.

FWS recipients receiving funds from Partners for Fish and Wildlife and Coastal Programs may be waived from ASAP if the recipient chooses not to enroll in ASAP and is not enrolled in ASAP with any other FWS program or any other Federal agency. If the recipient later receives an award from another FWS program and wants to enroll in ASAP, the waiver will be removed.  In addition, the Department of Interior may waive domestic recipients under certain conditions including waiver requests for hardship, natural disasters, and public safety. Foreign recipients cannot be paid using ASAP and must be waived. 

Recipients waived from ASAP must submit an SF 270 or SF 271 to the FWS program to request payment. Payment will be made as follows:

  • Domestic recipients and foreign recipients with U.S. Banks will be paid manually via Electronic Funds Transfer (EFT).
  • Foreign recipients with banks outside the United States will be paid via Treasury’s International Treasury Services (ITS).
