Executive Order (E.O.) 13891. Executive Order 13891 - Promoting the Rule of Law Through Improved Agency Guidance Documents (October 9, 2019) builds on OMB’s Final Bulletin for Agency Good Guidance Practices (January 25, 2007) to promote good agency policy standards and, “to ensure that Americans are subject to only those binding rules imposed through duly enacted statutes or through regulations lawfully promulgated under them, and that Americans have fair notice of their obligations.” OMB Guidance Memo M-20-02, Guidance Implementing Executive Order 13891 (October 31, 2019) steps down the E.O. to include additional requirements and deadlines. This site publishes guidance documents under the Wildlife & Sport Fish Restoration Program (WSFR) of interest to the public, in compliance with the E.O.
WSFR Policy, including the attached guidance documents, are developed using a collaborative process that allows input from grant recipients, stakeholders, and others with expertise and experience. Where applicable, the guidance is reviewed by the Joint Federal/State Task Force on Federal Assistance Policy for their consideration and consensus.

Congress, through appropriation laws, requires States that wish to receive funding under the State Wildlife Grant Program (SWG) to have approved SWAPs.
