The attached file was recently presented to the Joint State-Federal Task Force as background and potential solution to inconsistent applications of existing regulations at 50 CFR 80.35. The JTF drafted an endorsement of a revised approach to current methods for certifying licenses. State and other non-Federal groups are currently discussing proposed revisions to address existing issues.
