You must submit an amendment to the Regional Director when you wish to obtain their approval for you to:
(a) Add or delete a project to or from the list;
(b) Increase or decrease the Federal funds obligated on the official award documentation;
(c) Revise the rate of Federal participation shown on the official award documentation;
(d) Modify the award period;
(e) Change any part of your CMS, such as to the criteria the Service uses to approve the CMS award (including the programs included in the CMS award, the financial management system used in the State’s CMS, the organizational structure in the CMS, or other components.)
(f) Change any part of your project purpose which imposes new public use restrictions on existing CMS award-funded areas.

The reason I suggest removing this is that nothing is covered in the section about the types of documents that need to be submitted. So the title does not match the content of the section.

Element (f) is not worded correctly to follow the lead-in sentence that precedes the colon. Whatever you change it to should be structured parallel to (a) through (d).
