Jul 24, 201550 CFR 80.52 states that other activities may be eligible for funding, even if they are not explicitly identified in 50 CFR 80.50-51 as long as the State FW agency justifies how the activity will help to carry out the purposes of the PR/DJ Acts and the obtains the concurrence from the Regional Director. The purpose of sections 50 CFR 80.50-51 should not be to list every possible type of eligible project that exists. This section should be reserved for the most common types of projects funded under the PR/DJ programs. Ultimately, it is the responsibility of the State FW agency to justify that these activities are necessary and reasonable and help to further the purposes of the Acts through the development of a project statement that meets the definition of Substantial in Character and Design.
2 CFR 200.466 discusses the criteria for scholarships and when it is an allowable cost to a Federal award.
