I agree the definition should include pumpout boats and floating restrooms and the connections that transports sewage from one of the listed "facilities" to a municipal sewage system or on-shore holding tank.

I agree that a definition should include floating restrooms and as Julie suggests, we should consider "Equipment" separate from "Facility" and include on equipment, pumpout boats and perhaps floating restrooms
