               Law enforcement means the act of writing regulations, issuing punitive citations or tickets for infractions of the law, or assisting with inspections and other enforcement activities that result in the issuance of penalties.

               Lease means an agreement in which the owner of a fee interest transfers to a lessee the right of exclusive possession and use of an area of land or water for a fixed period, which may be renewable. The lessor cannot readily revoke the lease at his or her discretion. The lessee pays rent periodically or as a single payment. The lessor must be able to regain possession of the lessee’s interest (leasehold interest)at the end of the lease term. An agreement that does not correspond to this definition is not a lease even if it is labeled as one.               Maintenance means activities necessary for upkeep of a facility.  These are activities that allow the facility to function and include routine recurring custodial maintenance, such as housekeeping and minor repairs, and the supplies, materials, and tools necessary to carry out the work.  Also, included is non-routine cyclical maintenance to keep facilities fully functional.  Cyclical maintenance is major maintenance or renovation activities that the State normally conducts at intervals greater than 1 year.
