Consider including a section titled Supersession. You would list in this section all the chapters and policies established by memo, letter, or postings on the WSFR Web site. If the policies were issued by the Director for application to the entire Service, the new 50 CFR 80 would supersede only the policy's applicability to WSFR. The Director would effectively authorize the supersession by approving the revised final rule on its way to the Secretary's office and OMB. Once the revised 50 CFR 80 becomes effective with a Supersession section, this would let us remove these policies established by memo, letter, or Web postings from the Tool Kit or any other listing of WSFR policies.
