Wildlife means:
(1) Indigenous or naturalized (established in a region where it is not indigenous) species of animals that are:
(i) Wild and free-ranging, or
(ii) Held in a captive breeding program established to reintroduce individuals of a depleted indigenous species into previously occupied range;
(2) Under the jurisdiction of a State fish and wildlife agency; and
(3) Species other than sport fish. Sport fish funds are funding is available under the Sport Fish Restoration program.
