(a) The Federal share shall not exceed 75% of total costs approved in the grant
agreement.
(b) The provisions of 43 CFR 12.64 apply to cost sharing or matching
requirements. Third party in-kind contributions must be necessary and reasonable
to accomplish grant objectives and represent the current market value of noncash
contributions furnished as part of the grant by another public agency, private
organization, or individual.

Apr 17, 2014Agree with third party cash and in-kind contributions but NOT with additional points if you put more cash into project. If a marina, facility, et al, does not have a large resources, they have greater need for funding assistance than one who has more available resources. Let's keep the playing field as level as possible.

Apr 17, 2014Janine - I agree that the amount of money shouldn't be reflected in the points. It is very challenging getting potential subgrantees to want the equipment. If I had to ask them to kick in more money it would discourage them from participating. I wouldn't support any changes that would create an obstacle for a subgrantee whether perceived or real.

I agree with Janine and others, as the amount of money should not garner additional points. We need to spread the funding around and many Marinas are Ma/Pa run organizations that may have to stretch to afford the match money–we want them to improve their facilities and participate in this important program. This program should not encourage funding in the manner as the Boating Infrastructure (BIG) Program is set-up to do. We want to encourage people and organizations on all levels of participation as was meant in the founding language of the grant program. We DO NOT support buying points for a project. This program needs to be able to reach all economic backgrounds and diversities–it should not be that difficult to qualify a project, everyone who meets the requirements should be funded.
