Jul 24, 2015Support the inclusion of the term "Technical Assistance" and/or "Technical Guidance" in the list of eligible activities under 50 CFR 80.50 and 50 CFR 80.51. WSFR Training Branch understands that while not every specific eligible activity needs to be listed and identified in 50 CFR 80.50 and 50 CFR 80.51, those activities that should be listed in these sections should be the predominant or major type of activities that are most commonly funded under the WSFR grants programs. By listing "Technical Assistance" and/or "Technical Guidance", we help to create consistency across Regions in terms of the types of activities that are allowable.
WSFR Training Branch also acknowledges that every eligible activity does not necessarily need to be explicitly listed and identified in 50 CFR 80.50 and 50 CFR 80.51, because 50 CFR 80.52 allows for other activities to be eligible if they meet the requirements of that section.
Also, WSFR Training Branch acknowledges that some states may have different interpretations when it comes defining "Technical Assistance" vs "Technical Guidance". Some State FW agencies refer to "Technical Guidance" as the act of providing wildlife and habitat advice to landowners on how to implement practices on their lands. Meanwhile, "Technical Assistance" incorporates those same actions but also includes the physical act of State FW agency staff to actually help implement and establish habitat improvement activities. Regardless, both activities should be noted as eligible under both WSFR Acts.
