Should the definition of law enforcement include: (a) the development of regulations and policies for hunting and fishing, and (b) preventive law enforcement? Examples of preventive LE are: leaflets for hunters and anglers; kiosks to provide information to hunters and anglers at hunter parking lots and boat landings; signs marking the boundaries of areas open or closed to hunting or fishing; and media releases related to hunting or fishing rules. Jul 24, 2015This is a common question fielded by the WSFR Training Branch over the years. For example, we routinely get asked where is the "line" at which an eligible WSFR research project can be funded as an eligible activity when the results of the research often lead to the development of new or altered fish and/or wildlife regulation development and implementation. Using a research project, as an example, we interpret that actual data collection, data analysis, data interpretation, and development of the final report (with a management recommendation and implementation) section are all eligible activities under the WSFR grant programs. This even includes, if relevant, the management recommendation which suggests a develop or change of a fish and/or wildlife regulation. Once the State FW agency begins to move forward with the actual development phase of the regulation, then we feel that this is a form of law enforcement and is no longer eligible to fund under the WSFR program.
