1) Renaming this regulation section to "Capital Improvements" (CI) or something similar, as that is what's meant by the section. "Useful Life" is a bit confusion and misleading, but should be used in the description of information we need to fulfill this section.
2) Requiring a map or figure showing the location of federally-funded CIs. When CIs are funded, often there is no way to discern what CIs are funded by us and which existing ones have been funded by others, making subsequent monitoring or auditing of the CIs difficult if not impossible to accomplish.
