A project is one or more related undertakings in a project-by-project grant that are necessary to fulfill a need or needs as you define, consistent with the purposes of the appropriate Act. For convenience of reference in this part, the meaning of project includes your fish and wildlife program under a CMS grant.

When you have a compound subject separated by "or," the verb must agree with the part of the compound subject closest to it.

Jan 22, 2016Hyphenate "comprehensive-management-system" when it's used as a unit modifier as in this case. This isn't always required, but I think it would be better here.
